Media freedom under threat: Pakistan ranked 158th globally

The Council of Pakistan Newspaper Editors (CPNE) has revealed in its annual press freedom report that despite increasing control and censorship over the media last year, journalists in Pakistan faced numerous challenges, including arrests, treason charges, forced off-air incidents, bank account freezes, inclusion on the Exit Control List (ECL), and suspension of advertisements.

The report highlighted that uniformity in content across print and electronic media raised serious concerns about independent journalism. As a result, Pakistan dropped six positions in the 2025 Reporters Without Borders global media ranking, falling to 158th place, down from 152nd in 2024.

CPNE noted that the PECA Act, strict policies, and control over advertisements have forced several newspapers to shut down, emptied major media group newsrooms, and compelled media organizations to lay off employees. Multiple anchors were taken off-air or forced to leave their programs, while media groups lost advertising revenue due to maintaining an impartial editorial policy. This, coupled with government pressure, has forced downsizing within media houses.

The safety, autonomy, and professional freedom of journalists and media institutions remain seriously threatened. During 2025, six journalists faced legal cases, arrests, or government action, while three journalists were subjected to harassment and intimidation.

The report also highlighted two press conferences being blocked, two attacks on media offices, two serious incidents of violence, two major digital restrictions, and one controversial legislation that affected freedom of expression. Several journalists also faced action under the PECA law.

CPNE emphasized that in Balochistan, persistent pressure, censorship, and prolonged internet shutdowns have significantly hindered the free flow of information.

The council urged federal and provincial governments to ensure access to information and take immediate steps to protect journalists. CPNE called for the end of violence, harassment, and illegal actions against journalists, and for a safe and independent working environment for media personnel.
