ISLAMABAD: The government has revised the National Control Lists under the Export Control Act, 2004, introducing new requirements for export licensing to keep pace with international non-proliferation standards.
The Foreign Ministry announced that the updated lists, issued through S.R.O. 1977(I)/2025 on October 13, 2025, now require exporters to obtain licences from the Strategic Export Control Division (SECDIV). The lists have been published in the Gazette of Pakistan and are available on SECDIV’s official website for public guidance.
Officials explained that the revised framework covers goods, technologies, materials, and equipment linked to nuclear and biological weapons as well as their delivery systems. The changes aim to strengthen oversight and ensure compliance with global regimes such as the Nuclear Suppliers Group, Missile Technology Control Regime, and the Australia Group.
The government first introduced the National Control Lists in 2005 and has updated them several times since. The latest revision followed consultations with relevant ministries to ensure effective and internationally aligned controls.
Authorities emphasised that the notification reflects Pakistan’s commitment to responsible technology management and its determination to uphold non-proliferation obligations.
