Cybercrime complaints surge in Pakistan, NCCIA struggles

Pakistan has witnessed a significant surge in cybercrime, with complaints piling up at an unprecedented rate and overwhelming the National Cybercrime Investigation Agency (NCCIA).

According to a federal government report, controlling electronic crimes has become a major challenge as complaints exceeded 112,663 in 2025.

The report reveals that cybercrime complaints rose from 108,989 in 2024 to 112,663 in 2025, reflecting a worrying upward trend.
Officials say the volume of incoming cases has severely affected the NCCIA’s ability to respond efficiently.

This year alone, complaints have surpassed 80,000, pushing the agency’s performance under increasing strain.

Limited investigations

 

Despite receiving over 100,000 complaints, the NCCIA conducted inquiries into only 26,036 cases in 2025. Of these, 1,955 cases were formally registered.

The report notes that 2,445 suspects involved in cybercrimes were arrested, while 32 were convicted and 122 acquitted by the courts this year.

NCCIA expands operations

 

To improve its operational capacity, the National Cybercrime Investigation Agency has expanded from 15 to 64 centers across Pakistan. This expansion aims to increase accessibility for citizens reporting cyber fraud, harassment, hacking, and other digital crimes.

However, officials acknowledge that a shortage of investigation officers remains the agency’s biggest hurdle.

A detailed PC-1 has been prepared to fill the gap in trained investigators. The Interior Ministry is now set to seek approval from the prime minister to recruit additional staff for the NCCIA.

Authorities hope that boosting manpower will strengthen the agency’s ability to tackle the growing threat of cybercrime.

The report concludes that electronic crimes continue to rise faster than enforcement capacity. Experts warn that without immediate recruitment and resource enhancement, Pakistan’s cybercrime burden will continue to escalate.
