Punjab plans mandatory biometric verification for property transactions

A major update has emerged for property owners as the Punjab government is working on significant legislation in this regard.

For those who own, buy and sell property, the Punjab government has decided to make biometric verification mandatory for property documents and has initiated comprehensive legal reforms in this connection.

A bill titled the Registration (Amendment) Act 2025 has been presented in the Punjab Assembly to make biometric verification compulsory for property documentation. Under this bill, important amendments will be made to the Registration Act of 1908.

It has been proposed to include a new provision in the Registration Act requiring biometric verification for the registration of properties and associated items that require mandatory registration.

The bill states that the Punjab Land Records Authority will develop a modern electronic record system. Biometric verification and electronic signatures will be mandatory for identification and all data will be securely stored. All electronic records will remain permanently saved with the Punjab Land Records Authority.

The proposed bill also suggests that the Board of Revenue and the Inspector General will oversee institutions operating under the Registration Act.

The Punjab Assembly has referred the bill to the relevant committee for further consideration and has requested a report within two months. After the committee’s report, the bill will be presented for approval in the House following which it will be given final approval by the Governor of Punjab.
