IHC sets aside Central Selection Board decisions on senior officers’ promotion

The Islamabad High Court (IHC) on Thursday set aside decisions taken by the Central Selection Board regarding the promotions of 21 senior civil servants and ordered a fresh review of their cases under the applicable promotion rules.

Justice Inam Amin Minhas issued a detailed written verdict allowing petitions filed by officers who had been denied promotion to Grades 20 and 21.

The court directed the Central Selection Board to reconsider the promotion cases of officers belonging to the Police Service, Pakistan Administrative Service and other civil service groups in accordance with the Promotion Rules of 2019.

In its ruling, the court stated that the petitioners’ cases should be reviewed through the prescribed legal procedure and that if any adverse opinion is formed against an officer, clear reasons must be placed on record.

The petitioners included Dr Muhammad Akhtar Abbas, Dr Mutahir Shah, Iqbal Ahmed Sheikh, Shakeel Ahmed Shakeel, Mirza Nasir Ali, Mutiur Rehman Mumtaz, Wilayat Khan, Syed Ali Adnan Zaidi, Muhammad Zahid, Mumtaz Ali Buhio, Muhammad Amin Qureshi, Atiqur Rehman Mughal, Muhammad Aslam Jamro, Nisar Ahmed Khan, Bilal Ahmed Butt, Sajid Hussain Arain, Arbab Qaiser Ahmed, Nasir Khan, Israr Ahmed Khan, Mujahid Akbar Khan and Agha Muhammad Yousaf.
