LHC moved against inclusion of capacity charges in electricity bills

An intra-court appeal was filed in the Lahore High Court (LHC) on Saturday, challenging the inclusion of capacity charges in electricity bills.

Making the National Electric Power Regulatory Authority (NEPRA), Private Power and Infrastructure Board (PPIB), Central Power Purchasing Agency (CPPA) and the federal government respondents in her petition, Ashba Kamran, a citizen, prayed to the high court to declare the collection of capacity charges ‘unconstitutional’.

She opined that it was illegal to charge people for the electricity which was not generated and which was not consumed.

The petitioner said that the NEPRA was used to pass on the expenditures of ‘ghost energy’ to the masses.

She also requested the court to annul its single bench’s decision of rejecting the petition.

The petitioner prayed to the court to order the federal government to present all capacity payment agreements in the parliament.
