ISLAMABAD: The federal government has notified the implementation of the “Civil Servants Disclosure and Regulation of Foreign Nationality Rules 2026,” making it mandatory for all civil servants to declare foreign nationality and travel documents of themselves and their dependents.
According to the notification, every civil servant will be required to submit details of any foreign citizenship or foreign travel documents at the time of appointment. Annual disclosure of such information has also been made compulsory.
Failure to provide accurate information or submit the required declarations may result in the cancellation of appointment and termination of service.
Officials said civil servants will also be required to seek prior approval before acquiring any foreign nationality or obtaining foreign travel documents. Dependents will not be allowed to maintain foreign citizenship without permission.
The rules also require disclosure of marriages to foreign nationals in annual declarations. It further states that acquisition of foreign nationality by individuals posted in diplomatic assignments will not be permitted without approval.
Violation of these rules will be treated as misconduct under the Civil Servants Efficiency and Discipline Rules 2020. However, exemptions have been granted for individuals holding dual nationality by birth or descent.
The existing 1962 rules regarding marriage with foreign nationals will remain in force alongside the new framework.
