The Establishment Division has directed all civil servants to disclose their dual nationality status under the newly notified Civil Servants (Disclosure and Regulation of Foreign Nationality) Rules, 2026, requiring officers across government departments to submit declarations within 90 days, it was reported on Wednesday.
In this regard, the Establishment Division has issued an office memorandum to all ministries and divisions.
The memorandum, issued by Section Officer (Discipline) Salma Aziz, outlines the procedure for compliance with the new rules. A standard declaration form has also been developed by the Establishment Division to facilitate the disclosure process.
Under the instructions, all civil servants are required to submit the prescribed declaration within 90 days. The form requires officers to provide their personal information, including details of their current posting and service status.
The declaration form contains multiple categories. Officers must either confirm that they do not possess dual nationality and have no pending application or process related to foreign citizenship, or disclose details of any foreign nationality, permanent residency, passport, travel document, immigration status or other foreign affiliation. Similar information must also be provided regarding their spouse and dependent children.
It is pertinent to mention that the Establishment Division issued an official notification of the “Civil Servants (Disclosure and Regulation of Foreign Nationality) Rules, 2026” on June 1. Under these rules, all civil servants are required to disclose complete details regarding their own foreign nationality, foreign passports, permanent residency status, immigration programs and any other foreign affiliations. The disclosure requirement also extends to their spouses and dependent children.
The rules make it mandatory for all candidates seeking government employment to submit a declaration regarding foreign citizenship or related affiliations at the time of recruitment. Any civil servant who acquires foreign nationality, joins an immigration program, obtains a foreign passport or travel document, or otherwise becomes subject to the rules and fails to disclose the relevant information may face departmental proceedings and disciplinary action.
According to a separate communication issued by the Establishment Division, officers belonging to the Customs Service, Inland Revenue Service and FBR’s ex-cadre positions have specifically been directed to submit their declarations by July 8, along with all required information under the new regulatory framework.
